More detailed information from each household member will be collected covering personal information such as date of birth, education and employment characteristics.

Census officers will visit households that have not been covered during the e-Census stage to conduct face-to-face interview.

Alternatively, those households may fill up the census questionnaires themselves. The completed questionnaires will be picked up and checked by the census officers.

About Census

Population and Housing Census (BPP) is a data collection project to count the number of population and housing stock in a country.

The information will provide a new benchmark for the purpose of review, planning and policy formulation by the Government, and will facilitate analyses and researches by other users.

Brunei Darussalam is to conduct its sixth Population and Housing Census in 2021.

The main objectives of the Population and Housing Census are as follows:

  • To collect comprehensive and latest information on the total count as well as demographic, social and economic characteristics of the population; and
  • To collect comprehensive and latest information on the total number of living quarters with housing characteristics and availability of household amenities.

Census Act, Chapter 78 from the Laws of Brunei Darussalam. The Census Act makes it obligatory for the public to answer all the questions and guarantees the confidentiality of information furnished. Under the Census Act, failure to cooperate or provide the required information is an offence.

    • Online: e-Census

      Accesible to public to fill in their information online, anytime and anywhere within the stipulated census period.

    • Face-to-Face Interview

      The census officers will visit the living quarters to conduct face-to-face interviews.

    • Self Enumeration

      The head or member of households will fill up the provided questionnaires themselves to be picked up and checked by the census officers at an agreed time.

    • Computer Assisted Personal Interview (CAPI):

      The census officers will be using tablets instead of printed questionnaires during the face-to-face interview of the households.

Population and Housing Census (BPP) is a data collection project to count the number of population and housing stock in a country.

According to international guidelines, countries all around the world are recommended to conduct BPP at least once every 10 years. In general, BPP is conducted in years ending with the digit "0" or "1".

Brunei Darussalam will conduct the Population and Housing Census (BPP) in 2021.

BPP 2021 will be the sixth census to be conducted in Brunei Darussalam, for which the earlier censuses were conducted in 1971, 1981, 1991, 2001, and 2011.

The Population and Housing Census (BPP) for Brunei Darussalam will be conducted by the Department of Economic Planning and Statistics (JPES), Ministry of Finance and Economy.

JPES will appoint temporary census field workers. They can be identified by their individual census pass, appointment letters and identity cards provided while on duty for verification purposes. They will also be wearing customised BPP 2021 shirts or JPES vests.

The Government requires detailed information on the number and profile of the population by kampung/area in each district throughout the country. This is to ensure planned and implemented projects or programs which aimed to develop the socio-economy and welfare of the population may eventually reach the intended target groups and ensure inclusivity.

Data collected through the Population and Housing Census will provide comprehensive information on the population by various demographic, social and economic characteristics as well as information on the total stock of living quarters together with basic housing facilities or amenities. This will provide new benchmark for the purpose of review, planning and policy formulation by the Government; and will facilitate analyses and researches by other users.

The main objectives of the Census Population and Housing Census are as follows:

  • To collect comprehensive and latest information on the total count as well as demographic, social and economic characteristics of the population; and
  • To collect comprehensive and latest information on the total number of living quarters with housing characteristics and availability of household amenities

The Population and Housing Census will covers all persons, whether, Brunei Darussalam citizens, permanent residents or temporary residents according to their usual place of residence, who have stayed or intended to stay as usual members of the household for a period of 6 months or more in 2021.

The reference date for the counting of the Population and Housing Census 2021 is the middle of the year, which is on 30 June 2021.

Public cooperation in providing accurate information in this census are highly needed. The population and Housing Census 2021 is conducted under the Census Act, Chapter 78 from the Laws of Brunei Darussalam. The Census Act makes it obligatory for the public to answer all census questions and guarantees the confidentiality of information furnished.

The Population and Housing Census 2021 will be implemented in three (3) stages, as follows:

  • First stage: Houselisting, from 20 January 2021 until 21 February 2021
  • Second stage: e-Census implementation, from 20 April 2021 until 21 June 2021
  • Third stage: Face-to-Face Interview, from 20 July 2021 until 2 August 2021

In the first stage (20 January 2021 until 21 February 2021), all housing units will be listed by kampung/area, mukim and district throughout the country to ensure full coverage of the census. Census officers will collect information on every households such as the names and identity card numbers of head and each household members living in each housing unit. Census officers will also affix a sticker to each living quarters.

In the second stage (20 April 2021 until 21 June 2021), the e-Census system will be activated to allow the public to fill in the census questionnaire online. The public are encouraged to use this method by registering beforehand. More detailed information from each household member will be collected in this stage covering personal information such as date of birth, education and employment characteristics.

In the third stage (20 July 2021 until 2 August 2021), fieldwork will be conducted for households that have not been covered that is, households who do not use the e-Census method for some reason, such as no internet services and others. Census officers will visit thier living quarters to conduct face-to-face interview or the household members will fill up the provided questionnaires themselves to be picked up and checked by the census officers.

e-Census is a new method introduced in the Population and Housing Census (BPP) 2021, where public are allowed to fill in their information online, anytime and anywhere within the stipulated census period. The e-Census system can be accessed through the BPP 2021 portal www.brucensus.gov.bn

For households that uses the e-Census during the Second Stage and have provided their information in a complete and proper manner, there will be no more required visits to their living quarters by the census officers during the Third Stage.

However, they will be contacted to ensure that information provided are correct according to census enumeration reference period (30 June 2021). Any changes or addition to initial information provided during Second Stage, such as addition of newborn babies, change in marital status from 'single' to 'married' etc, access will be provided to the e-Census system for the updating purposes.

Under the Census Act, Chapter 78 from the Laws of Brunei Darussalam, failure to cooperate or provide the required information is an offence. If found guilty, penalty of a fine of BND2,500.00 and six (6) months imprisonment will be imposed.

In the Census Act, Chapter 78 from the Laws of Brunei Darussalam, has stated clearly that all information provided will be kept confidential and will not be revealed to irrelevant persons. All personnel involved, including the appointed temporary census field workers are entrusted to keep all information collected confidential and are required to be sworn in according to the Census Act.

The information collected will be used for statistical analysis purposes only and the released census results will be in aggregate or summarised forms.

JPES will announce an advertisement for the recruitment of the Population and Housing Census (BPP) 2021 Temporary Field worker at a later date through the newspapers, radio and television, social media, as well as the BPP 2021 portal. The advertisement will also be listed through JobCentre Brunei.
